Prisons in Japan are safe but harsh.

With the deaths and injuries of inmates in 2002 and 2003 in Nagoya prison, the problems in the correctional administration became apparent. As a result, the Correctional Administration Reform Council revised the Prison Act, creating significant reforms to the treatment of inmates.
